The Cities Climate Finance Leadership Alliance (CCFLA) is a multi-level and multi-stakeholder coalition aimed at closing the investment gap for urban subnational climate projects and infrastructure.

CCFLA provides a platform to convene and exchange knowledge among all relevant actors dedicated to urban development, climate action, and/or financing. CCFLA engages its members in knowledge, collaboration, and advocacy empowering activities aiming to help close the urban climate finance gap:

  • Knowledge
    • CCFLA produces practical knowledge products that can help members advance solutions to close the urban climate finance gap. Since 2019, CCFLA produced 40+ knowledge products.
  • Collaboration
    • CCFLA fosters connections and cooperation among members engaged in scaling investments in urban climate infrastructure. Since 2019, CCFLA organized 80+ meetings.
  • Advocacy Empowering
    • CCFLA uses their expertise to inform international discussions and amplify messages from their members on the main climate forums. Since 2019, CCFLA hosted and spoke at 120+ events and published 2 policy briefs.

CCFLA’s 2025–2030 Strategy aims to scale climate finance for cities, with a strong focus on emerging markets and developing economies (EMDEs). Building on a decade of progress, the strategy sets out three priorities: increase overall urban climate finance, close the adaptation finance gap, and help cities mobilize funding through actionable climate plans. The goal is to ensure all cities can access the resources needed for a resilient, low-carbon future.

Eligibility Criteria

CCFLA is the multi-level and multi-stakeholder coalition aimed at closing the investment gap for urban subnational climate projects and infrastructure worldwide. Its members represent many of the world’s major public and private financial institutions, governments, international organizations, and city and subnational networks.

As such, its members also represent the main market players in city-level climate finance. By taking part in CCFLA, institutions commit to contributing expertise, access to networks, and funding in the field of subnational climate finance. Joining CCFLA means the opportunity to work closely with other leaders to bridge demand and supply for sustainable low carbon and climate-resilient development for cities and to amplify ambition for city-level climate finance.
