Somalia
Somalia submitted its first Nationally Determined Contribution (NDC) in 2016, followed by an updated version in 2021. Most recently, in September 2025, Somalia submitted its NDC 3.0.
In its NDC 3.0, Somalia commits to reducing greenhouse gas (GHG) emissions by 34% by 2035 compared to business as usual.
Mitigation priorities include agriculture, land use, land-use change and forestry (LULUCF), energy, transport, waste, industrial processes and cooling.
Adaptation priorities span just transition, urban resilience, public health, water, food systems and security.
The NDC 3.0 development process was led by the Ministry of Environment and Climate Change (MoECC) through a whole-of-government and whole-of-society approach.
