Vanuatu

Vanuatu submitted its first Nationally Determined Contribution (NDC) in 2016, followed by an updated version in 2021. Most recently, in September 2025, Vanuatu submitted its NDC 3.0, committing to reduce greenhouse gas (GHG) emissions by 1,609 kilotonnes CO2e by 2035, conditional on international support.

Mitigation priorities include expanding renewable electricity and energy efficiency, cleaner transport and shipping systems, sustainable agriculture, livestock and forestry and waste and wastewater management reforms.

Adaptation priorities include food and water security, coastal protection and ocean resilience, public health and disaster preparedness and resilient infrastructure and human settlements.

The NDC was developed under the leadership of the National Advisory Board on Climate Change and Disaster Risk Reduction and the Ministry of Climate Change with consultations across provinces, councils and communities to integrate Indigenous knowledge, local priorities and traditional governance systems.
