Overview

Ukraine submitted its first Nationally Determined Contribution (NDC) in 2016, followed by an updated version in 2021. Most recently, in November 2025, Ukraine submitted its second NDC.

The country has submitted its NDC for 2031–2035, committing to reduce greenhouse gas (GHG) emissions by more than 65% by 2035 compared to 1990 levels, covering all sectors and gases under the national inventory. This target aligns with Ukraine's goal of climate neutrality by 2050.

Mitigation priorities include expanding renewable energy to at least 27% of final consumption by 2030, phasing out coal power generation by 2035 and decarbonizing industry, promoting energy efficiency and low emission technologies across sectors, advancing sustainable agriculture and land use practices, restoring ecosystems and integrating green recovery into reconstruction and scaling up waste management and circular economy solutions.

Adaptation priorities include ensuring water security and climate resilient infrastructure, building resilient housing and critical facilities for vulnerable groups, conserving biodiversity and updating the national biodiversity strategy, strengthening food security through climate-smart agriculture, expanding climate education and integrating adaptation into planning and enhancing disaster risk management and early warning systems.

Led by the Ministry of Environmental Protection and Natural Resources of Ukraine (MEPNR), Ukraine's NDC aligns with the country's long-term objective of achieving climate neutrality by around 2050.

  • Membership: Member since 2019
  • Country Engagement: Since joining the Partnership, Ukraine has requested support related to LT-LEDS development and/or enhancement. Through the Partnership, Ukraine has received support related to the mobilization of financial resources for NDC investment projects, delivered through the World Bank’s Climate Support Facility.
