Overview

Samoa submitted its first Nationally Determined Contribution (NDC) in 2016, followed by an updated version in 2021. Most recently, in January 2026, Samoa submitted its NDC 3.0.

The country commits to an economy-wide greenhouse gas emissions reduction of 104.11 gigagrams CO2e by 2035.

Mitigation priorities include reducing energy sector emissions by 11% by 2035, cutting emissions from land and marine transport, reducing Agriculture, Forestry and Other Land Use (AFOLU) emissions by 57% by 2035 and maintaining waste sector emissions at 2020 levels by 2035.

Adaptation priorities include expanding mangrove forests by 5% by 2035; increasing total forest cover by 1.6% and expanding the Central Savaii Rainforest protected area to 50% by 2035, developing climate resilient crop varieties and expanding community-based aquaculture and fisheries management to 60% of coastal villages.

The NDC 3.0 process was led by the Ministry of Natural Resources and Environment (MNRE).
