Belarus

Belarus submitted its first Nationally Determined Contribution (NDC) in 2016, followed by an updated version in 2021. Most recently, in November 2025, Belarus submitted its NDC for 2026–2035.

In its latest NDC, Belarus commits to reducing greenhouse gas (GHG) emissions by 42% unconditionally and up to 47% with international support by 2035, compared to 1990 levels.

Mitigation priorities include expanding low carbon energy sources and improving energy efficiency, upgrading industrial processes, enhancing sustainable agriculture, expanding electric transport infrastructure, increasing forest cover and scaling up waste management.

Adaptation priorities include restoring at least 10,000 hectares of degraded peatlands by 2030, strengthening resilience and expanding climate education.

The NDC was prepared under the leadership of the Ministry of Natural Resources and Environmental Protection, in coordination with national ministries and scientific institutions.
