Cabo Verde

Cabo Verde submitted its first Nationally Determined Contribution (NDC) in 2017, followed by an updated version in 2021. Most recently, in November 2025, Cabo Verde submitted its NDC 3.0.

The country commits to reduce economy-wide greenhouse gas (GHG) emissions by 18% below the business-as-usual scenario unconditionally — and up to 39% below business as usual, with international support, by 2035.

Mitigation priorities include accelerating the energy transition, decarbonizing transport, efficient use of energy resources, sustainable waste management, reducing industrial emissions and expanding ecosystems as carbon sinks.

Adaptation priorities include water security, coastal resilience, health, ecosystem protection, resilient infrastructure and climate risk management.

The country’s NDC 3.0 is fully aligned with strategic planning instruments and long-term sectoral policies, including its goal of reaching carbon neutrality by 2050 defined in its Long-Term Low Emission Development Strategy (LT-LEDS).
