Overview

Colombia submitted its first Nationally Determined Contribution (NDC) in 2018, followed by an updated version in 2020. Most recently, in September 2025, Colombia submitted its NDC 3.0.

In its NDC 3.0, the country commits to capping greenhouse gas (GHG) emissions at 155–161 million tonnes CO2e by 2035, in line with its commitment to achieve carbon neutrality and climate resilience by 2050.

Mitigation priorities include expanding renewable energy, stricter vehicle emission standards, containing deforestation and restoring ecosystems and industrial efficiency. Adaptation priorities include water and food security, protecting strategic ecosystems, resilient infrastructure and human settlements, social protection and community-based adaptation.

The NDC was developed under the leadership of the Ministry of Environment and Sustainable Development with the Intersectoral Commission on Climate Change (CICC).

Partnership Engagement

Membership: Member since 2016
Governance: Colombia is a former member of the NDC Partnership Steering Committee and a founding member.
Country Engagement: Since joining the Partnership, Colombia has requested support related to improving the quality and ambition of the NDC, mobilization of financial resources for NDC Investment projects, and LT-LEDS enhancement. With Partnership support, Colombia has developed an NDC Action Plan in 2019 covering energy, transport, and a sustainable economy. In addition, partners have supported various activities, including the development of technical and policy inputs to inform Colombia's green recovery efforts, and the establishment of the Climate Finance Broker Facility designed to connect climate action market opportunities with sources of financing.
