Zambia
Zambia submitted its first Nationally Determined Contribution (NDC) in 2016, followed by an updated version in 2021. Most recently, in October 2025, Zambia submitted its NDC 3.0.
The country commits to reduce its greenhouse gas (GHG) emissions by 25% unconditionally and 47% with additional international support by 2030 compared to business as usual, with a base year of 2010.
Mitigation priorities include expanding renewable energy, electrification and clean cooking, improving energy efficiency, enhancing carbon sequestration through reforestation and sustainable land management and reducing methane emissions from waste
Adaptation priorities include building climate resilience in tourism, strengthening climate resilience in mining, sustainable infrastructure, water security and esilient transport systems
Zambia’s NDC 3.0 is anchored in national frameworks — including the National Policy on Climate Change, the Eighth National Development Plan and Vision 2030 — and prioritizes safeguarding people, ecosystems and the economy.

Climate Commitments
- Membership: Member since 2016
- Country Engagement: Since joining the Partnership, Zambia has requested support related to designing or improving policies, strategies, plans, and legislation; mainstreaming NDCs into national/subnational planning and budgeting; improving the quality and ambition of the NDC; improving coordination and whole-of-society approach; designing or strengthening monitoring, evaluation, reporting, and verification (MRV systems); capacity building and knowledge products; preparation of NDC-related projects and pipelines for investment; mobilization of financial resources for NDC Investment projects; and private sector engagement to implement NDCs. With Partnership support, Zambia has developed an NDC Implementation Framework for the period 2023 - 2030 covering 11 sectors and 18 outcome areas in line with national development priorities. In addition, partners have supported various activities, including NDC revision and enhancement, identifying, prioritizing, and preparing concept notes and proposals for investment projects, and strengthening the Green Finance Guidelines and Green Loans Guidelines of the Bank of Zambia.
