Nepal
Nepal submitted its first Nationally Determined Contribution (NDC ) in 2016, followed by its second NDC in 2020. Most recently, in May 2025, Nepal submitted its NDC 3.0, raising its ambition on both mitigation and adaptation.
Nepal aims to cut net greenhouse gas (GHG) emissions by 26.8% in 2035 compared to a business-as-usual scenario. This will require USD 73.7 billion, with 85% dependent on international support.
Mitigation measures include scaling up renewable electricity capacity to 28,500 megawatts (MW), electrifying transport and industry and promoting sustainable forest and waste management.
Adaptation priorities span climate-resilient agriculture, water and energy systems, disaster preparedness, tourism, and rural and urban development — all grounded in gender equality and social inclusion.
The NDC 3.0 development process was led by the Ministry of Forests and Environment (MoFE).

Climate Commitments
- Membership: Member since 2018
- Country Engagement: Since joining the Partnership, Nepal has requested support related to design or improve policies, strategies, plans, and legislation; improve the quality and ambition of the NDC; improve coordination and whole-of-society approach; design and strengthen monitoring, evaluation, reporting, and verification (MRV systems); capacity building and knowledge products, and development of Long-term Strategy for Net-zero Emissions (LTS). With Partnership support, Nepal has developed an NDC Implementation Plan for the period 2021-2030 covering energy, agriculture, forestry and other land use, waste, industrial processes and product use, urban settlements and tourism, gender equality and social inclusion, and governance sectors. In addition, partners have supported various activities, including capacity building on the Enhanced Transparency Framework and Article 6, development of climate data tools, and preparation of local adaptation plan of actions.
