Mexico submitted its first Nationally Determined Contribution (NDC) in 2016, followed by an updated version in 2022. Most recently, in November 2025, Mexico submitted its NDC 3.0.

The country is committing to achieve net zero emissions by mid-century and to reduce greenhouse gas (GHG) emissions to 364–404 million tonnes CO2e unconditionally and 332–363 million tonnes CO2e with international support by 2035.

Mitigation priorities include, expanding renewable energy and improving energy efficiency, modernizing industrial processes, promoting sustainable agriculture and livestock practices, advancing electric mobility and low-emission transport, increasing forest cover and conserving ecosystems, and strengthening waste management and circular economy.

Adaptation priorities include conserving and restoring biodiversity and ecosystem services, integrated water resource management under climate scenarios, protecting strategic infrastructure and cultural heritage, ensuring food security through resilient production systems, and addressing links between climate change and human security.

Mexico’s NDC 3.0 introduces a dedicated loss and damage section, social justice and just transition principles to prioritize workers and vulnerable communities and recognition of climate change as a national security issue.

The NDC was prepared under the leadership of the Ministry of Environment and Natural Resources (SEMARNAT), with broad participation of national institutions.
