Morocco

Overview

Morocco submitted its first Nationally Determined Contribution (NDC) in 2016, followed by a revised version in 2021. Most recently, in September 2025, Morocco submitted its NDC 3.0, committing to reduce greenhouse gas (GHG) emissions by 53% by 2035, with 21.6% unconditional and the remainder conditional on international support — compared to 2010 levels.

Mitigation priorities in Morocco's NDC 3.0 include renewable energy expansion and efficiency, cleaner transport, industry transformation, sustainable agriculture, forest protection, circular economy and waste management.

Adaptation priorities include water resource management and irrigation efficiency, climate-smart agriculture and food security, resilient cities and infrastructure and biodiversity and ecosystem protection.

The NDC 3.0 process was led by the Ministry of Energy Transition and Sustainable Development (MTEDD).

Partnership Engagement

Membership: Member since 2016
Governance: Morocco served as a country member to the NDC Partnership Steering Committee from 2017 until 2019. Founding member.
Country Engagement: Since joining the Partnership, Morocco has requested support related to designing or improving policies, strategies, plans, and legislation, improving the quality and ambition of the NDC, improving coordination and whole-of-society approach, capacity building and knowledge products, preparation of NDC-related projects and pipelines for investment, mobilization of financial resources for NDC Investment projects, LT-LEDS development and/or enhancement. In addition, partners are supporting activities, including the identification of opportunities for the development of projects for Nature Based Solutions, the development of a portfolio of project factsheets under the NDC Investment plan, and the development of a Project Preparation Facility.
