Montenegro

Montenegro submitted its first Nationally Determined Contribution (NDC) in 2017, followed by an updated version in 2021. Most recently, in February 2025, Montenegro submitted its NDC 3.0, committing to reducing net greenhouse gas (GHG) emissions by at least 55% by 2030 and 60% by 2035 compared to 1990 levels — covering all sectors and GHGs.

Mitigation priorities include expanding renewable energy and aligning with EU energy and climate frameworks, decarbonizing industry by advancing alignment with EU climate and energy acquis, including preparations related to the EU Emissions Trading System (EU ETS), promoting sustainable transport and low emission mobility solutions, improving energy efficiency in buildings and public infrastructure, enhancing waste management and reducing emissions from waste systems and strengthening carbon sinks through land use, forestry and nature-based solutions.

Adaptation priorities include promoting nature-based solutions to enhance ecosystem resilience;, aligning adaptation actions with the National Adaptation Plan (NAP) and biodiversity strategies, strengthening resilience of natural resources and ecosystems and integrating climate resilience into national development planning.

The NDC 3.0 process was led by the Ministry of Ecology, Sustainable Development and Northern Development, with the Directorate for Climate Change and Sustainable Development playing a central role in coordination with multiple ministries, agencies and stakeholders.
