Paraguay

Paraguay submitted its first Nationally Determined Contribution (NDC) in 2016, followed by an updated version in 2021. Most recently, in November 2025, Paraguay submitted its NDC 3.0.

The country commits to reducing net greenhouse gas emissions by 10% unconditionally — and up to 20% with international support — compared to business-as-usual projections for 2030 and 2035.

Mitigation priorities include promoting sustainable agriculture and livestock practices, expanding forest conservation and restoration (including agroforestry systems), increasing renewable energy use and energy efficiency in rural areas, advancing electric mobility and biofuel blending programs, reducing industrial emissions through measures such as HFC phase-down and cement sector improvements, and enhancing waste management alongside circular economy initiatives.

Adaptation priorities include resilient cities and infrastructure, strengthening health systems and climate-related disease surveillance, ecosystem and biodiversity protection, energy access and diversification, climate-smart agriculture and food security, water resource management and sanitation, and climate-resilient transport and river navigation.

Paraguay’s NDC 3.0 was developed by the Ministry of Environment and Sustainable Development (MADES), with coordination from the National Climate Change Commission (CNCC).
