Fiji

Fiji submitted its first Nationally Determined Contribution (NDC) in 2016, followed by an updated version in 2020. Most recently, in November 2025, Fiji submitted its NDC 3.0.

The country commits to reducing energy sector greenhouse gas (GHG) emissions by 36% below business as usual by 2035 and 12% unconditionally. This includes a target of 100% renewable electricity generation by 2035, alongside sub-sector goals for transport, industry and commerce.

Mitigation priorities include expanding renewable energy, decarbonizing transport, improving industrial and commercial energy efficiency, enhancing waste management, promoting climate-smart agriculture and strengthening forest protection.

Adaptation priorities span seven key sectors: agriculture and food security, infrastructure and human settlements, health systems, disaster risk reduction, biodiversity and ecosystems, oceans and marine resources and early warning systems and climate resilience.

Fiji's NDC 3.0 also introduces loss and damage as a third pillar, with national targets to build institutional and financial capacity to address both economic and non-economic climate impacts. The plan is underpinned by the Climate Change Act 2021, making climate commitments legally binding and integrating climate risk into budgeting, infrastructure planning and financial disclosures.
