Kazakhstan

Kazakhstan submitted its first Nationally Determined Contribution (NDC) in 2016, followed by an updated version in 2023. Most recently, in November 2025, Kazakhstan submitted its NDC 3.0.

In its NDC 3.0, the country commits to reducing economy-wide greenhouse gas (GHG) emissions by 17% unconditionally, and up to 25% with international support, by 2030 compared to 1990 levels — supporting its path toward carbon neutrality by 2060.

Mitigation priorities include expanding renewable energy and improving energy efficiency, deploying cleaner industrial technologies, modernizing transport and promoting low carbon mobility, advancing climate-smart agriculture and sustainable livestock systems and enhancing carbon sinks through reforestation and land restoration.

Adaptation priorities include strengthening water security and efficient resource use, increasing resilience of agriculture and food systems, combating land degradation, desertification and biodiversity loss, ensuring resilient infrastructure and urban systems, reinforcing climate-informed health systems and improving disaster risk reduction and early warning capacities.

Kazakhstan's NDC 3.0 was developed under the leadership of the Ministry of Ecology and Natural Resources, through extensive consultations with regions, civil society and technical experts.
