Ethiopia
Ethiopia submitted its first Nationally Determined Contribution (NDC) in 2017, followed by an updated version in 2021. Most recently, in September 2025, Ethiopia submitted its NDC 3.0.
In its NDC 3.0, Ethiopia commits to reducing greenhouse gas (GHG) emissions by 70.3% by 2035 compared to business as usual, with an unconditional 40.7% reduction from domestic resources — and the remaining emissions reductions conditional on international support.
Aligned with the net zero 2050 vision, the NDC 3.0 outlines mitigation priorities that include a more than 77% reduction in land use and forestry, renewable power expansion, climate-smart agricultural and livestock practices and circular economy and methane capture in industrial processes and waste.
Adaptation priorities include expanding climate-smart irrigation, urban resilience, climate-smart health facilities, universal water, sanitation and hygiene (WASH) and disease surveillance, forest conservation and biodiversity protection and climate resilience in education
The NDC was developed through an inclusive process led by the Ministry of Planning and Development, engaging sectoral ministries, regional authorities, civil society, women, youth and the private sector.

- Membership: Member since 2017
- Country Engagement: Ethiopia has requested support related to designing or improving policies, strategies, plans, and legislation; mainstreaming NDCs into national/subnational planning and budgeting; improving the quality and ambition of the NDC; improving coordination and whole-of-society approach; preparation of NDC-related projects and pipelines for investment; and mobilization of financial resources for NDC Investment project. With Partnership support, Ethiopia has developed an NDC Implementation Plan for the period 2023-2025 covering seven sectors and eight outcome areas. In addition, partners have supported various activities including a progress review of the Climate Resilience and Green Economy strategy (2011-2019), development of the updated NDC (2021-2030), and development of the LT LEDS (2020-2050) aligned with the SDGs. In addition to embedded advisors including the NDC facilitator and economic advisor with more advisors in pipeline.
