Tonga

Tonga submitted its first Nationally Determined Contribution (NDC) in 2016, followed by an updated version in 2020. Most recently, in September 2025, Tonga submitted its NDC 3.0.

In its NDC 3.0, Tonga commits to achieving 70% renewable electricity by 2030 and progressing to 100% by 2035. It also aims for transport sector greenhouse gas (GHG) emissions cuts through efficiency measures, electrification and low carbon shipping. Additional commitments include planting one million new trees and scaling up climate-smart agriculture.

Adaptation priorities span coastal protection, resilient schools and water systems, sustainable fisheries, disaster risk management and forestry. For the first time, Tonga also introduced loss and damage in its NDC as a dedicated pillar.

The NDC was developed through an inclusive process led by the Mitigation Division of the Department of Climate Change under the Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communications (MEIDECC).
