São Tomé and Príncipe

Overview

São Tomé and Príncipe submitted its first Nationally Determined Contribution (NDC) in 2016, followed by an updated version in 2021. Most recently, in September 2025, the country submitted its NDC 3.0.

In its NDC 3.0, São Tomé and Príncipe commits to a 35.4% reduction in greenhouse gas (GHG) emissions, compared to business as usual, by 2035, conditional on international support.

Mitigation priorities include expanding renewables to 50% of electricity generation, scaling up electric mobility, restoring 36,000 hectares of degraded forests and efficiency measures such as replacing 300,000 incandescent bulbs with light-emitting diodes (LEDs).

Adaptation priorities span the whole economy, with actions in climate-smart agriculture, sustainable fisheries and aquaculture, water, sanitation and hygiene, health and resilient infrastructure, coastal protection, mangroves and ecosystems and education and green jobs.

Developed through a participatory process with broad consultations, São Tomé and Príncipe’s NDC 3.0 was led by the Ministry of Environment, Youth and Sustainable Tourism, with the active involvement of the Ministry of Economy and Finance.

Partnership Engagement

Membership: Member since 2016
Country Engagement: Since joining the Partnership, São Tomé and Príncipe has requested support related to designing or improving policies, strategies, plans, and legislation; mainstreaming NDCs into national/subnational planning and budgeting; improving the quality and ambition of the NDC; improving coordination and whole-of-society approach; designing or strengthening monitoring, evaluation, reporting, and verification (MRV systems); capacity building and knowledge products; preparation of NDC-related projects and pipelines for investment; mobilization of financial resources for NDC Investment projects; and private sector engagement to implement NDCs. With Partnership support, São Tomé and Príncipe has developed an NDC Implementation Plan covering around 10 sectors and 13 outcome areas. In addition, partners have supported various activities, including the identification, prioritization, and development of concept notes and projects to advance mitigation and adaptation actions and the installation of solar PV generators and batteries in all 45 public sector health care facilities and in the Ministry of Health’s headquarters.
