Guinea
Guinea submitted its first Nationally Determined Contribution (NDC) in 2016, followed by an updated version in 2021. Most recently, in November 2025, Guinea submitted its NDC 3.0.
The country commits to reducing GHG by up to 49% by 2035 compared to business-as-usual levels, with a focus on building a resilient, inclusive and low carbon economy.
Mitigation priorities include expanding renewable energy, combating deforestation and restoring ecosystems, greening the mining and industrial sectors, improving transport efficiency, enhancing waste management and promoting climate-smart agriculture.
Adaptation priorities include strengthening water and ecosystem resilience, protecting coastal zones and communities, boosting food security and rural livelihoods, building climate resilient health systems, making schools safer and more inclusive, upgrading infrastructure and urban planning, and managing climate-related migration.
The NDC process was led by the Ministry of Environment and Sustainable Development (MEDD).

Climate Commitments
- Membership: Member since 2018
- Country Engagement: Since joining the Partnership, Guinea has requested support related to improving the quality and ambition of the NDC; improving coordination and whole-of-society approach; capacity building and knowledge products; and mobilization of financial resources for NDC Investment projects. With Partnership support, Guinea has developed an NDC Action Plan for the period 2021-2030 covering four pillars (governance and legislation, climate finance mobilization, MRV systems, communication and outreach). In addition, partners have supported various activities, including the development of an NDC Investment Plan and the recruitment of an in-country facilitator.
