Uruguay

Uruguay submitted its first Nationally Determined Contribution (NDC) in 2017, followed by a second version in 2022. Most recently, in December 2024, Uruguay submitted its NDC 3.0, reinforcing its commitment to a low emissions, climate resilient development pathway, with economy-wide, gas-specific mitigation targets and a strong emphasis on adaptation as a national priority.

Mitigation priorities include advancing energy decarbonization; promoting sustainable mobility, including electrification of transport and public transit systems; reducing emissions intensity in agriculture while increasing productivity and resilience; supporting industrial decarbonization, including cement and other process-based emissions; strengthening circular economy, particularly in waste management and resource efficiency; and enhancing carbon sinks through forest conservation, afforestation and improved land management.

Adaptation priorities include addressing climate risks such as floods, droughts and coastal impacts affecting infrastructure, ecosystems and livelihoods; strengthening resilience in key sectors including agriculture, water, energy and cities through national adaptation plans; improving water management and sanitation systems to cope with climate variability; building resilient infrastructure and urban systems; and protecting ecosystems and biodiversity as a foundation for adaptation.

The NDC 3.0 process, led by the Ministry of Environment through the National Directorate of Climate Change (DINACC), reflects a whole-of-government approach under the National Climate Change Response System (SNRCC). It is aligned with Uruguay’s National Climate Change Policy and Long-Term Climate Strategy, integrating climate into economic and financial planning and emphasizing a just, inclusive transition.
