Overview

Peru submitted its first Nationally Determined Contribution (NDC) in 2016, followed by an updated version in 2020. Most recently, in November 2025, Peru submitted its NDC 3.0.

The country commits to keeping its GHG emissions below 179 million tonnes CO2e by 2035.

The country's mitigation priorities include diversifying renewable energy sources, expanding decarbonization technologies, strengthening sustainable transportation, reducing deforestation and increasing carbon sinks, protecting natural areas, supporting Indigenous and local communities, optimizing low emission agriculture, strengthening sustainable waste management and promoting sustainable industrialization.

Peru's adaptation priorities include water security, sustainable soil and livestock management, adapting health facilities, implementing nature-based solutions, reducing vulnerability in aquaculture, developing climate resilient tourist areas, addressing internal climate displacement and promoting green jobs.

The country's NDC 3.0 aligns with its long-term strategy, "Estrategia Nacional de Cambio Climático 2050," (ENCC 2050) and commits to a whole-of-economy trajectory to reach net zero by 2050. The NDC 3.0 development process was led by Ministry of the Environment (MINAM).

Membership: Member since 2017
Country Engagement: Since joining the Partnership, Peru has requested support related to mainstreaming NDCs into national/subnational planning and budgeting; LT-LEDS development; designing or strengthening monitoring, evaluation, reporting, and verification (MRV systems); improving the quality and ambition of the NDC; improving coordination and whole-of-society approach; and private sector engagement to implement the NDC. In addition, partners have supported various activities, including developing territorial adaptation measures from the National Adaptation Plan, and the elaboration of new mitigation roadmaps to achieve higher ambition in the updated NDC.
