Overview

Jordan submitted its first Nationally Determined Contribution (NDC) in 2016, followed by an updated version in 2021. Most recently, in October 2025, Jordan submitted its NDC 3.0.

In its NDC 3.0, Jordan commits to reduce greenhouse gas (GHG) emissions by 5% unconditionally — and up to 31% with international support — compared to business as usual by 2035.

Mitigation priorities include integrating the energy system with large-scale storage and green hydrogen, advancing cleaner transport, scaling circular economy solutions and driving industrial decarbonization.

Adaptation efforts focus on water security, climate-smart agriculture, resilient health systems and urban greening — guided by commitments to climate justice, inclusive participation and the leadership of youth and women.

The NDC process was led by the Ministry of Environment.

Partnership Engagement

Membership: Member since 2017
Governance: Former Steering Committee member.
Country Engagement: Since joining the Partnership, Jordan has requested support related to designing or improving policies, strategies, plans, and legislation; mainstreaming NDCs into national/subnational planning and budgeting; improving the quality and ambition of the NDC; improving coordination and whole-of-society approach; designing or strengthening monitoring, evaluation, reporting, and verification (MRV systems); capacity building and knowledge products; preparation of NDC-related projects and pipelines for investment; and mobilization of financial resources for NDC Investment projects. With Partnership support, Jordan has developed an NDC Action Plan for the period 2019-2021 covering priority measures for energy, water, agriculture, health, and ecosystems. In addition, partners have supported various activities, including costed mitigation and adaptation project through the Climate Action Enhancement Package, the development of a finance strategy, and a cost-benefit analyses for reducing greenhouse gas emissions for identified priority actions.
