Republic of the Congo

Overview

The Republic of the Congo submitted its first Nationally Determined Contribution (NDC) in 2017, followed by an updated version in 2021. Most recently, in February 2025, The Republic of the Congo submitted its NDC 3.0.

The country remains a net carbon sink and aims to strengthen this contribution by 2035. Compared to business as usual, under the unconditional pathway, net removals improve by 7.8% in 2030 and 22% in 2035. With additional conditional measures, improvements rise to 20.4% in 2030 and 47.8% in 2035.

Mitigation priorities include forest conservation, reforestation and sustainable land use (AFOLU), lower emission industrial processes and product use (IPPU) and improved waste management, methane reduction and resource recovery and clean energy expansion and efficiency across power, industry and transport.

Adaptation priorities include water resource management, climate resilient agriculture and food security, resilient infrastructure and human settlements, health systems, coastal zone protection, biodiversity and ecosystem resilience, disaster risk reduction and forestry, ecosystem services and tourism.

The NDC 3.0 process was led by the Ministry of Environment, Sustainable Development and the Congo Basin (MEDDBC).

Partnership Engagement

Membership: member since 2018
Country Engagement: Since joining the Partnership, the Republic of the Congo has requested support related to improving coordination and whole-of-society approaches, and LT-LEDS development and/or enhancement. In addition, partners have supported various activities, including the organization of a strategic dialogue on achieving climate objectives and the recruitment of a national facilitator to improve the mobilization of resources for the implementation of the NDC.
