Djibouti

Djibouti submitted its first Nationally Determined Contribution (NDC) in 2016. Most recently, in November 2025, Djibouti submitted its second NDC.

The country commits to reducing greenhouse gas (GHG) emissions by 65% below business as usual by 2030, with 41.3% unconditionally and an additional 23.7% conditional on international support.

Mitigation priorities include expanding renewable energy (solar, wind, geothermal), promoting cleaner transport and electric mobility, improving energy efficiency in buildings and industry, advancing reforestation and enhancing waste management and resource recovery.

Adaptation priorities include climate-smart agriculture and livestock systems, strengthening water security and integrated water management, protecting coastal zones and fighting erosion and resilient urban planning and infrastructure.

Implementation costs are estimated at USD 2.62 billion, 61% conditional on international climate finance, technology transfer and capacity building support.

Djibouti's NDC process was led by the Ministry of Environment and Sustainable Development and developed through a participatory process involving national stakeholders and partners.
