Overview

Lebanon submitted its first Nationally Determined Contribution (NDC) in 2020, followed by an updated version in 2021. Most recently, in September 2025, Lebanon submitted its NDC 3.0.

Aligned with its Long-Term Low Emission Development Strategy (LT-LEDS) toward net zero by 2050, the country commits to reduce greenhouse gas (GHG) emissions by 22% unconditionally and 33% with international support by 2035 and to generate 25–30% of its electricity from renewable energy

Mitigation priorities include energy transition and e-mobility, industrial processes and product use, agriculture and forestry and waste management.

Adaptation priorities cover eight key sectors: agriculture, forestry, water, biodiversity, urban infrastructure, public health, disaster risk reduction and tourism.

The NDC development process was led by the Ministry of Environment. The document was developed through broad stakeholder consultation with a focus on gender equality and youth leadership.

Partnership Engagement

Membership: Member since 2019
Governance: Lebanon served as a country member to the NDC Partnership Steering Committee from 2020-2021.
Country Engagement: Since joining the Partnership, Lebanon has requested support related to designing or improving policies, strategies, plans, and legislation; mainstreaming NDCs into national/subnational planning and budgeting; improving coordination and whole-of-society approach; capacity building and knowledge products; preparation of NDC-related projects and pipelines for investment; mobilization of financial resources for NDC Investment projects; and private sector engagement to implement NDCs. With Partnership support, Lebanon has developed an NDC Action Plan covering agriculture, forestry, transportation, solid waste, and water, as well as cross-cutting climate change issues. In addition, partners have supported various activities, including the structuring of Lebanon Green Investment Facility (LGIF), strengthening farmers resilience to climate change, and the implementation of the recommendations of the Renewable Energy Outlook report.
