Overview

Cambodia submitted its first Nationally Determined Contribution (NDC) in 2017, followed by an updated version in 2020. Most recently, in August 2025, Cambodia submitted its NDC 3.0.

Responsible for less than 1% of global emissions, Cambodia aims to reduce greenhouse gas (GHG) emissions by 16% unconditionally — and up to 55% with international support — compared to its 2035 business-as-usual scenario.

Its NDC 3.0 GHG reduction priorities cover energy, industrial processes and product use, agriculture, forestry and other land use and waste. Plans include reaching 80% renewable energy, expanding electric mobility, promoting climate-smart agriculture and delivering clean electricity to 99% of rural Cambodia through decentralized renewable solutions.

Adaptation priorities span health, food systems, infrastructure, biodiversity and disaster risk — with gender equality, youth, disability and Indigenous inclusion mainstreamed across all priorities. Cambodia’s NDC 3.0 also prioritizes scaling up social protection to safeguard vulnerable livelihoods and support a just transition.

The Ministry of Environment and the National Council for Sustainable Development led NDC development through an inclusive, whole-of-society process.

Membership: Member since 2019
Country Engagement: Since joining the Partnership, Cambodia has requested support related to designing and improving policies, strategies, plans, and legislation; mainstreaming NDCs into national planning and budgeting; improving the quality and ambition of the NDCs; improving coordination and whole-of-society approach; strengthening monitoring, evaluation reporting, and verification (MRV) systems; delivering capacity building and knowledge products; preparing NDC-related projects and pipeline for investments; mobilizing financial resources for NDC investment projects; engaging the private sector in NDC implementation; and developing LT-LEDS. With Partnership support, Cambodia has developed an NDC Partnership Plan for the period 2021 - 2030 covering 123 specific activities under all sectors mentioned in the NDC. Partners also supported the updating of Cambodia’s NDC through the Partnership’s Climate Action Enhancement Package.
