Overview

Comoros submitted its first Nationally Determined Contribution (NDC) in 2016, followed by an updated version in 2021. Most recently, in March 2026, Comoros submitted its NDC 3.0, committing to reducing greenhouse gas (GHG) emissions by up to 57% below the business-as-usual scenario by 2035 — including 14% unconditionally and up to 43% with international support.

Mitigation priorities include advancing the energy transition, including geothermal and solar power, promoting sustainable mobility and reducing reliance on imported fossil fuels, strengthening carbon sinks through forest conservation and reforestation and improving waste management and reducing methane emissions.

Adaptation priorities include securing water resources and integrated watershed management, strengthening food security through climate-smart agriculture, protecting coastal zones and restoring marine ecosystems, enhancing climate resilient infrastructure and urban planning and strengthening health systems to address climate-related risks.

The NDC 3.0 process was led by the Ministry of Environment.
