Malaysia
Malaysia submitted its first Nationally Determined Contribution (NDC) in 2016, followed by an updated version in 2021. Most recently, in October 2025, Malaysia submitted its NDC 3.0.
Malaysia commits to peaking greenhouse gas (GHG) emissions between 2029 and 2034 — with the goal to peak by 2030 — and reducing up to 30 million tonnes CO2e by 2035, with 20 million tonnes CO2e unconditional and 10 million tonnes CO2e conditional on international support.
Mitigation priorities include accelerating renewable energy and phasing down coal, expanding low carbon public transport and electric vehicles, decarbonising industry and enabling carbon capture, protecting forests and biodiversity and scaling up waste-to-energy and circular economy solutions.
Adaptation priorities include strengthening water security and flood resilience, protecting coasts and restoring mangroves, promoting climate-smart agriculture and food security, building resilient cities and infrastructure, enhancing public health systems and conserving forests and biodiversity.
Malaysia's NDC 3.0 was developed through a participatory process led by the Ministry of Natural Resources and Environmental Sustainability (NRES).
