Overview

Sri Lanka submitted its first Nationally Determined Contribution (NDC) in 2016, followed by an updated version in 2021. Most recently, in September 2025, Sri Lanka submitted its NDC 3.0.

The country commits to reduce greenhouse gas (GHG) emissions by 20.09% by 2035 compared to business as usual, with 8.11% unconditional and 11.98% conditional on international finance, technology and capacity support.

Mitigation priorities include a 75% reduction through renewable energy and efficiency, a 7.5% reduction in sustainable agriculture and livestock practices, a 7% reduction through cleaner industry and a 6.3% reduction through sustainable mobility.

Adaptation priorities include water security and irrigation management, coastal resilience and blue carbon ecosystems, climate-smart health facilities and early warning systems, resilient infrastructure and sustainable urban development and protecting biodiversity and forests.

The Climate Change Secretariat of the Ministry of Environment led the NDC 3.0 process through an integrated, cross-sectoral approach, embedding gender equality, social inclusion and just transition principles.
