Overview

Rwanda submitted its updated and revised NDC in 2020. The update NDC has an unconditional emissions reduction target of 16% and a conditional target of an additional 22% by 2030. The updated NDC covers both priority mitigation and adaptation targets related to energy, industrial processes and product use, waste, agriculture, land and forestry, water, human settlements, health, transport, mining, and other cross-cutting areas. The total estimated cost of NDC implementation is USD 11 billion over 2021-2030 of which 60% will require financing from international cooperation donors and private sector entities.

Partnership Engagement

Membership: member since 2018
Governance: Rwanda is the current Co-Chair of the NDC Partnership Steering Committee and has served as a country member since 2021
Country Engagement: Since joining the Partnership, Rwanda has requested support related to designing or improving policies, strategies, plans and legislation; mainstreaming NDCs into national/subnational planning and budgeting; improving the quality and ambition of the NDC; improving coordination and whole of society approach; designing or strengthening monitoring, evaluation, reporting and verification (MRV); capacity building and knowledge products; preparation of NDC related projects and pipelines for investment; and mobilization of financial resources for NDC investment projects. With Partnership support, Rwanda has developed an NDC Implementation Framework for 2021 to 2030 covering 9 sectors and 15 outcome areas. In addition, partners have supported various activities, including update and revision of the NDC and development of the NDC Implementation Framework, hiring of an NDC In country Facilitator and economic advisory support.
