Kyrgyz Republic
The Kyrgyz Republic submitted its first Nationally Determined Contribution (NDC) in 2020, followed by an updated version in 2021. Most recently, in October 2025, Kyrgyzstan submitted its NDC 3.0.
The most recent NDC sets an unconditional target of net greenhouse gas (GHG) emissions by 18% from the projected baseline level of net emissions in 2030 and by 16% from the projected baseline level of net GHG emissions in 2035. Conditional targets aim for 30% and 39% reductions, respectively, contingent on international support.
The Kyrgyz Republic's mitigation priorities include renewable energy and hydroelectric power facilities, improving the energy efficiency of buildings and heating systems, expansion of the use of low emission and alternative modes of transport, intelligent traffic management systems, reduction of carbon intensity in industry, improved livestock productivity, sustainable pasture management to increase CO2 absorption, reforestation, expansion of organic farming and improved management of organic waste and methane, wastewater management and waste recycling
The country's adaptation priorities include water resources and agriculture, energy, infrastructure and cities, forest ecosystems and biodiversity, health and disaster risk management.
Kyrgyzstan’s NDC 3.0 — coordinated by the Ministry of Natural Resources, Ecology and Technical Supervision of the Kyrgyz Republic (MNRETS) — emphasizes inclusivity, engaging women, youth, children and vulnerable groups in planning and implementation.

Climate Commitments
- Membership: Member since 2017
- Country Engagement: Since joining the Partnership, the Kyrgyz Republic has requested support related to designing and improving policies, strategies, plans, and legislation; mainstreaming NDCs into national planning and budgeting; improving the quality and ambition of the NDCs; improving coordination and whole-of-society approach; strengthening monitoring, evaluation reporting, and verification (MRV) systems; delivering capacity building and knowledge products; preparing NDC-related projects and pipeline for investments; engaging the private sector in NDC implementation; and developing LT-LEDS. With Partnership support, the Kyrgyz Republic has developed an NDC Implementation Plan for the period 2020 - 2030 covering water, agriculture, energy, health, and forestry sectors. In addition, partners have supported various activities, including enhancing the NDC and developing the NDC Implementation Plan through the Climate Action Enhancement Package as well as developing the Long-Term Low Emission Development Strategies through the Thematic Call for LT-LEDS and NDC Alignment, Update, and Enhancement.
