Saint Lucia
Saint Lucia submitted its first Nationally Determined Contribution (NDC) in 2016, followed by an updated version in 2021. Most recently, in February 2025, Saint Lucia submitted its NDC 3.0, committing to reduce greenhouse gas (GHG) emissions by 14.7% by 2030 and at least 22% by 2035 in the energy and transport sector, relative to 2010 levels.
Mitigation priorities include scaling up renewable energy, including solar, wind and geothermal power; promoting electric mobility and improving transport efficiency; enhancing carbon sinks through reforestation and forest management; and reducing emissions from industrial processes, including ozone-depleting substances.
Adaptation priorities include strengthening water security and watershed management; promoting climate-smart agriculture and food security; restoring and protecting coastal zones and marine ecosystems and sustainable fisheries management; reforestation and afforestation to restore degraded landscapes; building climate resilient infrastructure and spatial planning systems; strengthening health systems and climate-resilient education; and promoting climate risk and disaster preparedness plans for the education and tourism sectors.
The country's NDC 3.0 process was led by the Department of Sustainable Development within the Ministry of Agriculture, Fisheries, Food Security and Sustainable Development (formerly within the Ministry of Education, Sustainable Development, Innovation, Science, Technology and Vocational Training), in collaboration with the National Climate Change Committee.

Climate Commitments
- Membership: Member since 2016. Founding member.
- Country Engagement: Since joining the Partnership, Saint Lucia has requested support related mobilizing financial resources for NDC Investment projects; capacity building and knowledge products; and improving policies, plans, and legislation. With Partnership support, Saint Lucia has developed a Partnership Plan covering energy efficiency, renewable energy generation, transport and adaptation. In alignment with the Partnership Plan, partners have supported or are supporting various activities, including the development of a financing strategy and a system to quantify emissions, technical assistance to establish a climate finance unit, and support to raise stakeholders’ awareness of climate change.
