Maldives
Maldives submitted its first Nationally Determined Contribution (NDC) in 2016, followed by an updated version in 2020. Most recently, in February 2025, Maldives submitted its NDC 3.0.
A small island developing state, the Maldives’ ability to achieve its 2035 target — reducing 1.52 million tonnes of CO2e — is conditional on receiving adequate financial, technological and capacity-building support.
The country’s mitigation actions focus on enhancing energy security, improving transport and strengthening waste management.
The Maldives plans adaptation measures to protect coastlines, enhance water security, strengthen disaster preparedness and climate-proof critical infrastructure.
The NDC 3.0 development process was led by the Climate Change Department of the Ministry of Tourism and Environment.
