The Blue Natural Capital Financing Facility (BNCFF) supports the development of sound, investable Blue Natural Capital (BNC) projects with clear ecosystem service benefits, based on multiple income streams and appropriate risk-return profiles.

The approach includes:

  1. Supporting project developers on the ground:
    The BNCFF offers project development support to help project developers and enterprises build their business case and attract private investments.
  2. Showcasing that BNC investments are genuine investments:
    The BNCFF bridges the gap between the conservation and finance world, between theoretical concepts and actual impact. The BNCFF collects and shares lessons learned and produces credible and usable knowledge products.
Eligibility Criteria

BNCFF evaluates proposals using the following selection criteria, with a rank assigned to proposals (ranging from 'weak' to 'excellent') for each of the criteria:

  • In-house team for project leadership/coordination/management
  • Project partners
  • Demonstrated experience working in the project location, including relationships with relevant government authorities and communities on-the-ground
  • Information on project location and areas
  • Details on MPAs/OECMs provided
  • Summary of project’s goals
  • Anticipated coastal ecosystem management/nature-based solution action described (e.g. conservation and/or restoration).
  • Status of implementation
  • Duration
  • Identification of income streams/revenue sources for financing the MPA/OECM & financing structure, with a path to financial sustainability/profitability.
  • What is the expertise/track record of the applicant with the proposed revenue generating sources?
  • Existing or planned inclusive asset ownership and strength of the proposed income generating activities
  • Clear description of the potential to engage with the IUCN Green List assessment process.
  • Status of management plans of the MPA(s)/OECM(s), if existing
  • Status of enforcement mechanisms of the MPA(s)/OECM(s), if existing
  • Quantifiable/demonstrable/underpinned by science/proven improvement of climate change mitigation and/or adaptation from the planned activities
  • Potential contribution of the project to ecosystem service benefits associated with planned coastal and/or marine habitat conservation and/or restoration
  • Potential contribution to improving local biodiversity
  • Potential contribution towards other positive impacts (social and environmental)
  • Environmental risks
  • Social and governance risks (including gender aspects)
  • Scientific evidence to ensure avoidance of potential perverse outcomes from project activities
  • Understanding of climate risks and identification of mitigation/adaptation measures
  • Legal and regulatory risks of the project area, including political risks
  • Co-finance secured
  • Committed private sector investment partner identified
  • Private sector environment regarding MPA activities in the location (interest, risks, barriers, opportunities., etc.)
  • Long-term sustainability actions for the project
  • Clear potential for replicability and scalability
