The Urban and Municipal Development Fund (UMDF) is an African Development Bank trust fund which provides direct support to cities, and facilitates the Bank’s work in and with cities in order to mobilise funding and technical assistance, develop partnerships and manage “upstream” city engagement, project identification and preparation (pre-investment).

Through its Project Preparation Window (PPW), UMDF aims to accelerate the identification, preparation and structuring of investment projects for the African Development Bank or development partners financing. 

Eligibility Criteria

The PPW supports national and local government that have identified and prepared investment on their own, or that have undergone comprehensive upstream engagement and project identification processes (through the African Cities Program of the AfDB or with other Development Partners).
