Launched in 2017 by the European Union, SECO and AFD, Cities and Climate Change in Africa (CICLIA) supports local African authorities in developing and financing low-carbon and resilient urban projects that serve the fight against climate change. Introduced in the wake of the Paris Agreements, CICLIA is one of the very first financing and support initiatives to integrate climate change issues into project preparation for African urban populations.
CICLIA's support to cities in Africa includes the following:
- Determining the feasibility of low-carbon and resilient projects
- Promoting the social inclusion of the most vulnerable
- Strengthening the capacities of local authorities
Eligibility Criteria
- Project implementable in 3-5 years
- Project with a climate co-benefit, aligned with the Paris Agreement and integrating gender issues
- First concept note and/or pre-feasibility study prepared by the city
- Project expected financing plan should be more than 5 M€ using financial tools such as loans, guarantees, and grants
- Potential environmental and social risks and expected measures to reduce and/or mitigate them are well comprehended with a solid management framework
- No tender related to works and works supervision is launched
- A project coordination team is appointed by the local authority
