The fund contributes grants to eligible developing member countries for project preparation and transaction advisory services in the energy, water and urban infrastructure services, sustainable or smart cities, transport, and agriculture sectors.

Project implementation, supervision, and monitoring will be conducted by user departments following ADB’s standard policies, procedures, and guidelines.

Organizational and Decision Making Structure

The Government of Spain reviews applications from ADB and approves the TA amount for each application. 

Eligibility Criteria

Assistance from the fund is available to developing member countries of ADB and regional institutions operating in such countries. Activities such as project preparation, advisory services and project implementation will be financed from the fund.

Eligible Countries

All ADB developing member countries and institutions operating in those developing countries are eligible to receive support from the fund.
