The fund initially focused on innovative sanitation solutions to increase support for fecal sludge management through non- networked (non-sewered) sanitation and septage management. The focus has now shifted to a more holistic approach through the citywide, inclusive sanitation framework to increase access to appropriate sanitation systems, whether sewered or non-sewered, centralized or decentralized, including the required support to increase knowledge and capacity and improve governance.

Project implementation, supervision, and monitoring will be conducted by user departments following ADB’s standard policies, procedures, and guidelines.

Organizational and Decision Making Structure

The ADB WFPF Steering Committee makes recommendations on fund proposals.

Eligibility Criteria

Project proposals should:
(a) be consistent with ADB's Water for All Policy;
(b) contribute significantly to WFPF target;
(c) introduce innovative solutions;
(d) adopt a participatory approach;
(e) have high demonstration value in the sector;
(f) have good potential for replication in the country and/or region; and
(g) link with the DMC's Country Partnership Strategy and results frameworks.
