The fund was established in 2021 to provide technical assistance and grant resources to scale-up climate adaptation solutions at the community level.

Project implementation, supervision, and monitoring will be conducted by user departments following ADB’s standard policies, procedures, and guidelines.
The CRFPF Working Group reviews, comments, and endorses the applications for submission to the CRFPF Steering Committee, which will be responsible for approving the allocation of resources for the applications.
Resources from the CRPPTF for the grant component of investment projects can only be accessed as part of a new or as an addition to an ongoing ADB sovereign project. The following eligibility criteria will be applied for projects that are seeking grants for investments projects: (a) impact potential; (b) paradigm shift potential; (c) gender; (d) needs of the recipient; (e) country ownership; (f) efficiency and effectiveness.
Rsources from the CRPPTF for technical assistance can be accessed for stand-alone TA, attached TAs to sovereign and nonsovereign projects, and for project preparation of sovereign and nonsovereign projects.
CRPPTF has a dedicated “gender window” that will provide (i) TA to support the development of community level climate adaptation solutions where the primary
stakeholders are women, and (ii) the grant component of investment projects for implementing such solutions. This support will be in addition to gender mainstreaming, which will be undertaken through all other CRPPTF-related support.
Proposals for fund applications in conjunction with projects with ADB participation (ADB projects) may be initiated within ADB, through ADB user departments , and by eligible applicants for those projects (TAs only) without ADB participation (or third-party projects).
Eligible applicants for third-party projects include (i) agencies and public financial institutions from participating DMCs; (ii) nongovernment, nonprofit, and civil society organizations duly registered in one or more ADB DMCs; and (iii) others as agreed by the financing partners and ADB.
All ADB DMCs are eligible for support from the fund, however priority may be given based on financing partner priorities. Currently, priority DMCs are Bangladesh, Cambodia, Indonesia, and Nepal.
