Established in 2007 under the Clean Energy Financing Partnership Facility, the fund aims to improve energy security in developing member countries and decrease the rate of climate change through increased use of clean energy.

Project implementation, supervision, and monitoring will be conducted by user departments following ADB’s standard policies, procedures, and guidelines.

Organizational and Decision Making Structure

ADB's Clean Energy Working Group reviews and edorses funding proposals to the Climate Change Steering Committee (CCSC), who authorizes the allocation of funds to applications. 

Eligibility Criteria

All ADB DMCs are eligible to access the fund.

[General Criteria] Project proposals should:
a. be consistent with the country partnership strategy and results framework;
b. be consistent with the objectives of ADB’s Energy Efficiency Initiative;
c. introduce innovative solutions;
d. adopt a participatory approach;
e. be catalytic;
f. have high demonstration value in the sector; and
g. have good potential for replication and scalability in the country and/or region.

[Specific Criteria] Project proposals may qualify provided:
a. that in supporting new technologies, the risks should be manageable; CEFPF resources will not support technologies that are still in the research and
development stage but should be focused on deployment, which may include demonstration, of new technologies; and
b. that the cost and benefits of sustainable biofuels development and solar energy projects will be assessed, particularly on food security, the net energy balance of crops, and environmental impacts; where the benefits indicate it is appropriate, support may be provided.
