The joint project “Building Circularity into NDCs” is coordinated by UNDP, UNEP/One Planet Network, and UNFCCC secretariat. The project aims to support countries both in the Global North and Global South to assess, prioritize, integrate, and implement circular economy interventions in their revised NDCs to raise ambition and accelerate implementation, while supporting a just and inclusive transition.
As part of the joint project, the toolbox and user guide provide countries with concrete tools, guidance, checklists, and case studies for each stage of the policy cycle – from assessing the GHG emissions associated with material use and prioritising sectors/sub-sectors for the NDC to defining circular economy policy responses, identifying policy instruments, and tracking and reporting progress in national BTRs as part of the NDC process. Examples on how to use the toolbox in two high-impact sectors (buildings and construction, and food loss and waste) are also provided.
