To help potential funders assess or screen the investment proposals, this guidance details how to identify both the costs and benefits of the proposed actions, as well as the in-country capacity needs. This helps potential funders not only to assess whether funding of an action fits in their program, but also how the costs relate to the benefits of an action towards achieving climate and development benefits in the country.
