The United Nations Framework Convention on Climate Change (UNFCCC) developed the 'Reference Manual for the Enhanced Transparency Framework Under the Paris Agreement' as a tool for clarifying the requirements related to the reporting and review of information contained in the Biennial Transparency Reports (BTRs) and the relevance of that information into Parties' individual implementation of such under the Paris Agreement. This manual provides guidance to parties on tracking progress in implementing and achieving the communicated NDCs; engaging in the technical review and FMCP processes; facilitating implementation and promoting compliance; as well as the Consultant Group of Experts (CGE) and other capacity building providers and trainers under the Paris Agreement.
