The fund was established in 2020 to catalyze financing for nonsovereign climate adaptation and mitigation projects in eligible countries in the Pacific and Southeast Asia. To support projects that contribute to: (i) reduced greenhouse gas emission, (ii) becoming more resilient to the impacts of climate change, (iii) enabling environment for climate finance and ease of doing business in participating countries, and (iv) target countries becoming more supportive of gender equality and women’s empowerment in fund-targeted sectors.

Monitoring and Reporting Procedures

Project implementation, supervision, and monitoring will be conducted by user departments following ADB’s standard policies, procedures, and guidelines.

Organizational and Decision Making Structure

ADB conducts preliminary due diligence of nonsovereign entity, then sends concept information package to partner (DFAT Australia) to obtain No Objection.

All nonsovereign fund financing requests will be reviewed by ADB's Blended Finance Committee, before endorsement by ADB's Investment Committee, Concept Review Committee and/or FAST Committee.

Eligibility Criteria

The fund will support nonsovereign climate mitigation and adaptation activities in select ADB developing member countries. Mitigation project types include, but are not limited to renewable energy, sustainable transport, urban infrastructure, energy efficiency, land-use and agribusiness water supply and sanitation/wastewater treatment, solid waste management, blue carbon mitigation and/or adaptation activities. Adaptation project types include but are not limited to, water supply and management, agriculture and forestry, land use management, natural resource management, resilient infrastructure, marine and coastal ecosystem protection, healthcare and disaster risk management.
