Climate Investor Two (CI2) is a blended finance facility, delivering water, sanitation, and oceans infrastructure projects in emerging markets. Established in 2019, the fund reached its third close on 2 November 2023 with USD 875 million in commitments and is targeting a final close of USD 1 billion by March 2025.
CI2 employs a mix of public and private-sector funding as well as commitments from development finance institutions (DFIs), all in mutually beneficial and complementary ways.

Nordic Development Fund (NDF), the European Commission, and a consortium of Dutch entities like the Dutch government, FMO, and BNG Bank. Other major institutional investors include KLP (Norwegian pension fund), the IMAS Foundation, Aegon, and Sanlam, as well as the Green Climate Fund (GCF).
CFM has certain criteria it employs when identifying suitable projects for funding:
- The project must be located in Africa, Latin America, or Asia
- It must be located in a low, lower middle or upper-middle income country
- It aligns with the technological focus of the fund
- The project sponsor or developer also has access to a minimum of 25% of its own equity contribution towards construction costs
- The project sponsor or developer should have a minimum ticket size of USD 10 million
