This report seeks to identify relevant barriers and opportunities for enhancing access to adaptation finance in fragile and conflict-affected settings in West and Central Africa. Through the triangulation of diverse sources of information, including academic and grey literature, the report builds on earlier reports produced from the World Bank's Scaling Access to Finance in Fragile Environments (SAFFE) research activity. It presents nuanced insights on the root causes of fragility and identifies the potential entry points to unlock and effectively deploy climate finance in fragile and conflict-affected regions.
The resource provides further guidance on Stage 2: Identifying and prioritizing investment needs of the Climate Investment Planning and Mobilization Framework (CIPMF).
