Readiness for Investment in Sustainable Energy RISE is an indicator-based tool that assesses the legal and regulatory environment for investment in sustainable energy. The tool establishes a framework to better depict the national enabling environment to attract public and private investment into sustainable energy. RISE aims to support government decision-making, inform country-level interventions, help stimulate policy dialogue, and identify a country’s priority areas for change. RISE is different to most similar indicator tools in that it covers all of the following thematic areas: energy efficiency, energy access, and renewable energy. It provides a snapshot of plans, policies, and legislations in the three aforementioned areas by country and points to good practices across nations that could foster an enabling environment for sustainable energy. The indicators used in the tool are planning, policies and regulations, pricing and subsidies, and procedural efficiency; each of which have sub-indicators.
