Developing and revising Nationally Determined Contributions (NDCs) requires considerable effort – from collecting greenhouse gas inventories, baselines, projections, assumptions and defining national mitigation and adaptation priorities to coordinating among stakeholders and securing technical and financial resources. Maintaining a strong knowledge base is essential for transparency, efficiency, and long-term planning.
This NDC Handover Checklist is a practical tool that enables countries to prepare for the future NDC processes through recording all essential information of their recent NDC process. Using this Checklist countries can collect all relevant information used for the NDC process, such as data and methodology used for mitigation targets and adaptation priorities, access modalities for these data, stakeholders involved, and other key information required.
Originally developed after the 2020 NDC cycle and now updated in 2024, the Checklist provides a flexible, adaptable format suitable for a range of national contexts. It can be used by National NDC Focal Point, environmental and/or climate change authorities in collaboration with relevant ministries and partners. The Checklist also encourages reflection and collaboration, supporting institutional memory and smoother transitions in teams. The Checklist supports planning for the 2025 cycle and strengthens institutional continuity for future NDCs.
