Scaling Solar brings together a suite of World Bank Group services under a single engagement aimed at creating viable markets for solar power in each client country. The “one-stop shop” program aims to make privately funded grid-connected solar projects operational within two years and at competitive tariffs. When implemented across multiple countries, the program will create a new regional market for solar investment.
Scaling Solar offers a package that includes:

Specifically, project preparation support includes technical and economic analysis, site investigation, and legal and regulatory analysis.
The Scaling Solar process begins with a client government signing a formal advisory mandate with IFC’s Corporate Transaction Advisory Department. Project preparation and structuring follows using a set of previously developed template documents, including: terms of reference for the hiring of consultants, the Power Purchase Agreement (PPA), Government Support Agreement (GSA) and financing documents.
